अधिनियम  का अधिदेश है कि कोई  व्यक्ति/अधिकारी/प्राधिकारी आयोग के निर्देशों का अनुपालन करने के लिए बाध्य है । 

The Act mandates that any person / Officer / Authority shall be bound to comply with directions of the Commission.
